OPERATION COBRA

To all ISAF personnel,

Due to the unrest in the Torupgi area of Kandein province, Afghanistan, collision forces are here by asking for volunteers to commit to operation Cobra.
Since 2007 we have had 75 KIA and over 100 wounded in the Kandein province and most actions have taken place in the Torupgi sector.
With the increase in contacts to at least 5 per day JDOC has implemented that a review of our tactics and conduct in the area by MI3.
The report will also take into consideration how we are to go about completing the new MSR between the mountains to link the east and west borders of the country. With the current MSR in a state of disrepair and the amount of enemy contacts on it, it has become crucial that the new MSR is completed within the next 24 months. The slow progress on the building of the new MSR is because of the violent nature of the Kandein province and the threat that is always present for contractors and villagers alike.
During the 15 month deployment before last Captain John Eckhold was withdrawn from the area because of misconduct towards locals and some bad decision making which ended in civilian and USMC casualties.
After that the relief platoon posted to the area were tasked with pushing out into the surrounding hills and established an OP. OP Cantrell was taken and held from Taliban forces and is now a valuable asset in conducting visual data gathering on the village and surrounding area.
Cantrell is based on a favourite Taliban position on the higher ground 800 meters to the North West of FOB Kandein. The marines moved on to it during the night of 03/01/10 and by day break were digging in. The contacts came hard and fast for the 1st week resulting in several deaths including the death of a female signaller cpl Sara Cantrell; her fellow platoon mates gave the name Cantrell to the OP in her honour.
The work that has been done in the area by ISAF personnel is second to none, however it has come to JDOC’s attention that enemy activity has increased within the last month.
It is believed that there may have been a change in leadership in the Taliban hierarchy in the province and intelligence gathering at a ground level has started taking place by ISAF operators.

The information following is the latest intelligence gathered and what JDOC is basing OP COBRA on.

H. M. S No: 9983177

To: Commanding officers.
JDOC- ISAF Afghanistan.
Subject: Torupgi sector, Kandein province.

MI3 over view of the current state of Torupgi sector, Kandein province.

Due to current increase in enemy activity in the Kandein province and in particular the Torupgi sector.
RPFR and MFR were tasked with on ground reconnaissance patrols and if possible civilian contact. It was hoped that with the latter some intelligence may be gained from the elders in the area.
After their mission was completed and they had exfiltrated from the area they compiled their findings and forwarded to MI3 for an operational overview.

To date MI3 have several issues it feels ISAF should currently take a greater interest in.

Intelligence report Kandein sector: During the course of the past 8 weeks while this report was being investigated and compiled members of RPFR and MFR were issued orders to conduct close reconnaissance tasks in the area in question and if possible make contact with locals to implement a hearts and minds program in which we may find some support from local villagers.
After a week of visits to the area and conducting medical clinic’s and supply drops, elders in the village and surrounding area begun to make some sort of positive communication with the ISAF.
The local hierarchy were not at ease with members of ISAF working in their area but they did find it worth while to point out they had contact with enemy forces often. With a basic trust established it was seen to be a better thing for their province by a gathering of all village elders to cooperate with the ISF and give estimates of the Taliban location, strength, weapons etc. this was seen as a great step forwards for the teams on the ground.
After gathering as much intelligence information as they could our special operations personnel moved on to the features that it was believed the enemy had set up operations bases in and started a 3 week long observation of the area and the goings on in it.

The situation report submitted by RPFR and MFR is as follows.

Royal Pathfinder Regiment
And
Marine Force Recon,
Report: Torupgi sector, Kandein, Afghanistan.

Note: during the reconnaissance operation in the area it was noted that coalition forces at the FOB and OP were constantly taking rounds and our team estimated they were involved in +5 contacts per day.

1)
RPFR and elements of MFR moved into Torupgi sector and took up an OP over viewing the main village of Karfua.
The village has around 80 occupants with 15 mud huts and 3 large shipping containers which are being used as accommodation. The village has 4 motor vehicles consisting of 3x cars, 1x 100cc motorcycle and several bicycles.
There is an abundance of goats, cows, donkeys, sheep etc.
Once a detailed recon of the village and outer areas had been conducted and RPFR made the decision to go in and try to make contact with senior members of the village.
The elders of the village made no attempt at first to communicate but once they understood they were at no risk they became more welcoming.
The stocks in the village were low and this was pointed out to be the fault of members of the Taliban who frequently came down from the mountains and took supplies as they liked.
Villagers in general have no inclination to fight these individuals and at best did their utmost to hide supplies of food and water from the Taliban.
There was a lack of young to middle aged men in the area due to the enemy recruiting them under threat of their families being wiped out if they did not submit.
Some had gone with the Taliban as the elders said while others were sent to live with other family members in the bigger cities.
The local population did not take to this happening as often as it did and once our forces had organised a medical visit and the promise of some re-supply the men started to offer information on the where abouts of the Taliban camp, transport and man power etc.
The news that there were European men with the Taliban came as a large surprise to our force and was not expected putting the group on alert as to what may be happening.

2)
After moving from the village area and setting up several op’s and listening post in the area we were told was a usual Taliban haunt a night patrol sighted a caravan of 3 individuals with a mule train at 0316.
They were tasked with tracking the individuals and their supply train.
After several hours the group moved into a large wilding pine area surrounded by flat open areas to the south and west.
On closer inspection it was established that this was a Taliban encampment.
A large 30mtr wadi was to the north-northeast of the camp with mostly small rolling hills and re-entrants in the other directions.
The main base has a 20-30m clear area the full 360 degrees around it making it extremely hard to close reccee the area.
There is a large mountain range passing from southwest to north at around 5km from the camp with the MSR running in the same direction at its base.

3)
The numbers of Taliban were estimated at 30 to 40 pers. (prayers were observed taking place 4 times a day, all Taliban and some Merc’s exercised there right to pray).
The numbers of PMC/Mercenaries also with the group were estimated at 10 to 15.
It was of note that there seemed to be a protection group with 1 individual at all times. Photos were taken and memory card was given to MI3 for analyses.
Weapons were a mix of AK variants and M4 Variants.
L96 rifles were spotted as well as C9 5.56mm LSW and 7.62mm GPMG’s.
3x RPG’s and 2x 80mm mortars were counted.
Uniforms were standard anything goes for the Taliban personnel with PMC’s using any type of dress they preferred but mostly jeans or tan trousers and black t-shirts, Jackets were of any make.
3 vehicles were sighted, 1 newer 4X4 and 2 small cars in disrepair.
The morale in the camp seemed extremely high for the living conditions.

4)
The Taliban encampment is established some 1.6km’s south of FOB Kandein and it is hidden from OP Cantrell.

All other information including maps, gps co-ordinates and photographic evidence has been passed on with this statement. All operational personnel are available for questions at any time, please contact the given HQ elements should further matters arise.

END REPORT.

Current over view of MI3.

After the analyses of the photographs the European individual who was seen in the encampment with a protection team was identified as Heiss Cornov.
Cornov, a native of Corsica lost his family in the Balkan conflict during the early 80’s.
He was recruited into the northern army’s death squads after spending little time as a frontline troop.
His fast rise into the squads came from his political views and ruthlessness.
From that point on he soon became a key member in the northern army’s organisation.
Cornov gained the nick-name Cobra, simply because of his ethic of striking hard and fast when ever challenged or ordered.
To date he is wanted by NATO to face war crime charges for acts he performed or sanctioned during the Balkan conflict.
At this point it is believed that he is being groomed for one of the top positions in the Taliban organisation and it is believed that his first posting will be in the province in question.

The small group of Europeans/Russians with Cornov seemed to be working as a personal protection group as well as training Taliban members.

They were observed giving weapons training and fire and movement drills.
At this stage some of these individuals maybe posing as PMC’s in the area and gathering Intel into vehicle and troop movements.
With this said it is seen that any PMC contractor working in the province may be collecting intelligence for the enemy and should be treated with care.
Obviously if suspicion arises then any ISAF member is cleared to question and if warranted detain them.
All PMC organisations have been notified that their members maybe questioned from time to time from now on and that their personnel should carry ID and paper work with them at all times regardless of area or job.
If PMC’s are detained by any coalition personnel JDOC must be contacted ASAP.
No force is to be used in their detention unless resistance is encountered.

The ISF FOB Kandein.
This base is to under go refurbishment from the 22 December 2010 by ISAF forces.
The 1st engineers HMR will move on to the ground and start reequipping the base for full time inhabitancy by a company group.
During that time they will be supported by a platoon from 3para and also a platoon from the house guards HMR. The house guards in their mechanized reconnaissance role will provide 3rd Ranger bltn pers with heavy support during patrols as well as defensive protection for 3 Para and 1st engineers during the completion of their tasking.
After the work is completed some time in the 2011 year all 3 platoons will stay on ground until they are relieved.
An exact date for relief is TBA.

OPERATION COBRA

Volunteers are being called for operation Cobra,
The information that is about to be revealed is a basic outline of what will be a extremely hazardous mission that could end in loss of limb or life to one or all members of the re-occupancy group.
After the change over of ISAF groups during 2011 the objective is to push out and under take major actions against any and all enemy forces working in the area of Kandein.
There will be no quarter given during this operation and the use of extreme force will be warranted by ISAF JDOC. Any and all formats of support will be given to the operators in the area and will be on call at all times.

There is an enlistment sheet at the bottom of this document.
Obviously once all placements are full those individuals will be given further operational information.

Cobra Aerial Maps and ground photos

--------------------------------------------------------------------------------

Other Information:
Fps rules, dead, wounded ect.

--------------------------------------------------------------------------------
Well to keep the game flowing and to add some better jobs in for medics. ive come up with these rules. There are others sitting back which are basi but these will set the mode of game play. Please give your feedback but remember we are going for real-time combat.

Weapons FPS.
SEG/AEG 350 fps or near abouts.
Aeg/Seg minimum contact distance 10mtr
(Was going up to 420 but it would mean pers would need to change out).
Snipers 650fps bolt actions only(Snipers will not be required to hit the same target 3 times during contacts. They will be useing another rule that will be put to them on the day).
Minimum contact distance 20mtr snipers.
Sr's/M14 etc: 450fps and minimum contact 15mtrs.
Only 3 rounds can be in flight at any one time. Low or midcaps only.

Weapons note:
Any player may carry a side arm and 1x IW Aeg/Seg.
There maybe 1x bolt action sniper rifle in each unit and the sniper must carry a secondary aeg or side arm. WHY bolt action? Because snipers dont need semi!
Snipers will only have to make one hit as they are fighting from distance and they will be under a scrutiny rule which those individuals will be talked through on the day,(It easy though you sniper guys).
All players will carry BFA of 400rd each. Re-sup will be available during contacts via Stores runners.
All players will need to leave their spare weapon at the stores area with a clearly visible name tag so that it can be moved into the AO should that player have a breakage and require it.

The Hit rule?
Players who receive 3 hits any where on their boby (not weapon) during a contact will go down.
The player will then determine if they are wounded or dead by where the last round hit, ie the last hit was in the arm= Wound, the last hit was in the chest= death. Your Honesty guys means alot.
A dead player will lie motionless where they fell and remove his/hers hand from their weapon to indicate a kill.
When a medic arrives the dead person will be asked “stay or drag”. Staying will mean that the medic will fill out a dead card and take the player’s number. Once that is done the player must stay motionless for 3 minutes and then return to the game. Their hit count will restart from zero again.
Drag will mean that they can be dragged or carried to the 20mtr safe zone and their death card filled out, they will stay in the safe zone after the card is filled out for 1 minute and then return to the game.

Wounded
A wounded player may hold on to their weapon but not in an aggressive position that will attract further fire.
A medic will move to them and must place a “bloody” bandage on the area where the 3rd round hit.
The player may rejoin the game as soon as the bandage is fitted and the medic leaves. Their hit count then restarts at zero.
The player must not remove the dressing until he has seen the medic and given his number after the end of contact.
A weapon hit will not count.
A wounded player can not be killed while being mediced.

Explosives wounded.
Should any personnel be within a 10mtr radius of an explosion then they will be wounded instantly. Anyone not within the blast area can medic that group by applying their bandage. All pers must give their numbers to their medic and stay in place for 1 minutes after being revived.

Prisoners.
Prisoners may be taken but Jdoc or Opfor will need to be informed immediately so they can give directions on what they want done with that prisoner.
When prisoner are captured they will be treated as prisoners of war and awarded those graces ie: no abuse by kicking or punching, limited verbal abuse would be good as they can’t understand you anyway. You must ask the prisoner “cuffs or not”. If they reply “no” then they are to be informed that they are in restraints and they must keep their hands together in front of them at all times.
If they are to be moved by vehicle you may blind fold or hood them with their permission. There are to be no blindfolds or hoods if prisoners are to be walked anywhere.

Safe zones.
Safe zones will be allocated at the start of the event.
These areas will be for medical staff to work at as well as armourers, re-supply drops and extraction points.
Mostly these areas will be 20mtr to the rear of contacts where vehicles are stationed.
Other areas will be the FOB and OPFOR bases.
